Consumer protection: impact assessment of the rules in force

In 2016, BIPT conducted an impact assessment of the Belgian federal regulation regarding consumer protection in electronic communications law. The relevance, efficiency, effectiveness and consistency of the legislative and regulatory provisions in question were studied.

This study shows that significant improvements have been made regarding consumer protection in the telecommunications sector. For example, dissuasive and excessive termination fees have been practically banished from the market and contract termination, even immediate, has become much easier for consumers.

This study also highlights the usefulness of the quality barometers developed by BIPT and the coverage maps of fixed and mobile networks.

Finally, this document makes recommendations to continue to move in the right direction.
