The Parliamentary Committee on Mobility, Public Companies and Federal Institutions has asked the BIPT for an opinion on a legislative proposal concerning a guaranteed postal service within the universal postal service in Belgium.
Said legislative proposal aims to impose a minimum service on the universal postal service provider (i.e. bpost) in the event of serious operational disturbance.
The opinion contains an analysis of the proposed new provisions in the Postal Act, taking into account, inter alia, the existing provisions on the interruption or discontinuation of the universal postal service, and the existing reporting obligations.
In its opinion, the BIPT points out the potential benefits of such a guaranteed postal service for the users, while at the same underlining the ambiguities in the proposed legal provisions.
The BIPT also stresses the need to consider the operational reality of the universal postal service provider that will have to provide the guaranteed postal service.
