The indicators present in this observatory aim at providing a representation of the market structure intended for all the stakeholders of the postal sector (senders, addressees, operators, various intermediate players, etc.). These indicators allow approaching the market on supply side, the evolution of the universal service provider activity and its competitors, as well as the results of the postal activity in Belgium in terms of quality of service and innovation for the users of these services.

This decision notes that Proximus and several other operators still hold dominant positions in the fixed call termination market and, as a consequence, imposes on them a series of obligations to fulfil.

Market analysis fixed call termination In the framework of the Decision of 20 November 2018 BIPT examined the market for call termination on the public telephone network provided at a fixed location. The main obligation consists of imposing a lower FTR rate (fixed termination rate) than in the 2012 market analysis and an access obligation based on IP interconnection for all SMP operators. Furthermore Proximus needs to publish a reference offer approved by BIPT for the provision of fixed call termination on its network based on IP interconnection.

A broadband profile is a combination of features (downstream speed, upstream speed, maximum volume download). The offer of specific profiles aims at allowing alternative operators to differentiate themselves.
