This decision regards the implementation of Articles 32 and 34, 2°, of the Royal Decree implementing Title IV (Reform of the Postal Authority) of the Act of 21 March 1991, i.e. the monitoring and publication of delivery times for the five following services included in the small users basket: - domestic priority single piece mail; - domestic non priority single piece mail; - domestic single piece registered items; - domestic single piece parcels; - incoming cross-border priority single piece letter post.

The Act of 21 March 1991 on the reform of some economic public companies tasks BIPT with the publication of a yearly report of the actions it has undertaken in order to verify that postal service providers abide by their obligations. In 2014, BIPT continued the monitoring initiated in 2013. In 2013, BIPT also opened 45 new files within the context of monitoring. The companies contacted were also asked to fill out a form containing a questionnaire on the obligations imposed by the “postal legislator” on the postal service providers. BIPT gave particular attention to two files for which the companies concerned were not yet in order. Out of the 47 checks, eleven companies were asked to make their practices comply with the postal regulation. As shown by the thorough analysis of the files, companies that do not abide by the postal regulation mainly fail to do so with regard to measures relating to complaint handling. The violations observed are often due to a lack of understanding of the postal regulation. As a reminder, companies that do not comply, can be subject to a formal notice according to Article 21 of the Act of 17 January 2003 on the status of the regulator of the Belgian postal and telecommunications sectors.

Opinion of 23 December 2014 regarding the 2013 improvement plan and the 2014 action plan of bpost following the 2013 customer satisfaction survey

Based on the available information, BIPT finds that bpost has carried out measurements in order to assess the satisfaction rate of its customers in 2013, and gives a favourable opinion as regards the realisation of the 2013 improvement plan and the improvement measures which it aims at for 2014. Based on the data supplied by bpost, BIPT notices that the 2013 improvement plan is starting to show encouraging results regarding customer satisfaction. The general customer satisfaction has increased substantially in comparison with 2012, going from 83% to 86%. BIPT encourages bpost to continue its efforts as regards the improvement of the satisfaction indices, which relate more specifically to the sending of parcels to other countries by private individuals, the correct delivery by the postman for companies, the respect of delivery times for companies and the correct delivery by the postman for private individuals.

The indicators present in this observatory aim at providing a representation of the market structure intended for all the stakeholders of the postal sector (senders, addressees, operators, various intermediate players, etc.). These indicators allow approaching the market on supply side, the evolution of the universal service provider activity and its competitors, as well as the results of the postal activity in Belgium in terms of quality of service and innovation for the users of these services.
BIPT publishes the economic key figures of the postal sector

In its observatory, BIPT publishes the economic key figures of the postal sector for 2013. They reveal a surprising trend: in spite of a decrease of the volumes and revenue in 2013, investments in the postal sector have increased. Bpost has raised the letter post tariffs by 2.6% and has consolidated its market share in the competitive parcel and express mail segment.
