The decision concerns the assignment of exclusive frequency bands for the use of radio-relay links to Cityemeh Mobile, NRB, Orange Belgium, Proximus and Telenet Group.

On the proposal of the Minister of Telecommunications, the go-ahead was given in October 2021 for the launch of a national plan for fixed and mobile broadband (hereinafter “broadband plan”). This plan contains a specific axis regarding the boosting of investment in white areas through financial support to operators.

This file contains the statistical sectors linked to the Consultation regarding the list of white areas in the context of the national broadband plan. Operators are asked what their investment intentions are in the statistical sectors included in these lists.

Within the exclusive bands assigned by the BIPT, operators may set up radio-relay links without prior authorisation from the BIPT. Currently, the fee is payable per radio-relay link. To encourage a more efficient use of the spectrum by the operators, it is proposed to implement a fee mechanism per MHz for the exclusive bands.

The decision concerns the granting of an authorisation to ASTRID for the use of the 698-703 MHz, 733-736 MHz, 753-758 MHz and 788-791 MHz frequency bands for PPDR communications.

In conformity with Article 19 of the RD of 25 April 2014 the BIPT adopts this decision by virtue of which it addresses a declaration of conformity to the universal service provider.

The decision involves the granting of exclusive frequency bands in the 70/80 GHz band to Telenet Group, Proximus and Orange Belgium for the use of radio relay links.
