The KMI/IRM and BIPT work together to detect radar interference

The Royal Meteorological Institute of Belgium (KMI/IRM) and the BIPT work together to detect radar interference. Radar images can be disturbed by transmitters that use the same frequency band as the radar (around 5 GHz). Those are often powerful Wi-Fi transmitters providing a wireless link between points, e.g. at a camping site or at a company that wants to wants to link several of its buildings by means of a wireless internet. A Wi-Fi transmitter has to continuously scan the frequency band to find out whether a weather radar is using the same frequency. If so the Wi-Fi transmitter has to adapt its frequency by means of DFS (Dynamic Frequency Selection). Unfortunately, certain transmitters do not, resulting in interference to weather radars. The BIPT and the KMI/IRM have decided to exchange more information and to establish an action plan to identify undesirable jammers in the future.

Article 5 of the European Postal Directive lays down that the universal service should evolve ‘[…] in response to the technical, economic and social environment and to the needs of users’. That is why BIPT publishes every three years a study to monitor and map the needs of postal users. The consumer preferences have been analysed by means of a quantitative survey on the one hand and a complementary qualitative survey on the other. By combining the two research methods it is possible to perform a more in-depth analysis of the needs of residential and professional postal users. Both surveys are important for all stakeholders. On the one hand users are informed about current and future challenges of the UPS. On the other, operators get an insight into the needs of the postal users, so that they can zero in on them. Finally, the surveys make it easier for the legislator to make the supply side of the UPS correspond as much as possible with the demand side of the UPS.

Every three years BIPT publishes a study on the needs of postal users. A survey was conducted with various categories of postal users at the end of 2016 in order to get an overall picture of the consumers’ views regarding the universal postal service in Belgium. The survey aimed to map out consumer needs that might have changed, as well as certain trends from a consumer’s point of view.
