On the one hand the leased lines retail market is completely deregulated and on the other regulation of the wholesale market of terminating segments of leased lines is maintained and adapted to the current market evolutions.

This decision defines a national leased lines market based on SDH, WDM and Ethernet technologies, regardless of the speed. It concludes that Belgacom (now: Proximus) has significant power in this market and, as a consequence, imposes a series of remedies on the operator.
