BIPT publishes a benchmarking comparison on prices of the telecommunications operators in Belgium. For the second consecutive year BIPT publishes a national benchmarking on prices. In total no less than 305 tariff plans of the Belgian residential market have been analysed to allow consumers comparing in all transparency the telecommunications products on the Belgian residential market through 20 pre-established consumer profiles. The analysed services are fixed telephony, (pre-paid and post-paid) mobile telephony, fixed Internet and fixed triple play.

This decree concerns the application of Article 32 and Article 34, 2°, of the Royal Decree regarding the implementation of Title IV of the Act of 21 March 1991, i.e. the monitoring and the publication of the delivery times of the following five services that are part of the small users basket: - domestic priority single piece mail; - domestic non-priority single piece mail; - domestic registered single piece mail; - domestic single piece postal parcels; - incoming priority cross-border single piece letter post.

In accordance with the management contract and secondary legislation (the Royal Decree implementing title IV of the Act of 21 March 1991) BIPT monitors the measuring tools mentioned below used to monitor delivery times of the following four services that are part of the small users basket: - domestic priority single piece letter post items; - domestic non-priority single piece letter post items; - domestic registered single piece items; - domestic single piece postal parcels. PwC had been tasked with auditing the postal monitoring systems. The auditing task consisted of two parts, namely the audit of the external BELEX monitoring system for domestic priority.
