This opinion on the draft Royal Decree amending the so-called Easy Switch Royal Decree constitutes the legally prescribed BIPT opinion, referred to in Article 111/2, § 1, of the Act of 13 June 2005 on electronic communications. The BIPT issues a favourable opinion on this draft Royal Decree.

Following the decision on the analysis of the broadband and television broadcasting markets of 29 June 2018, BIPT reviews the tariffs charged to alternative operators for services carried out by Proximus within the framework of the Bitstream GPON reference offer. Those include the services regarding a line activation or migration and the guarantees in terms of repair (“ISLA Repair’).

In this draft decision, the BIPT clarifies how it interprets the regulations regarding terminal equipment in order to facilitate the free choice thereof. In compliance with the BEREC guidelines, the BIPT determines the NTP location in this draft decision and analyses the actual ensuing consequences. It also looks into the publication of the necessary technical specifications in order for the free choice of modem to be implemented as smoothly as possible.
