Currently, there is no designated geographic universal service provider as the market almost covers the whole territory in one way or another. You will find the coverage maps of the various operators, according to the used technology.
Connection to a fixed network is generally charged and is generally included in the price of a contract. However, in some cases (in areas that are distant from the road, or when excavation works are planned) certain operators plan that a part of the works will be charged to the new customer. This must be determined on a case-by-case basis and is fairly rare as most of the areas are covered by one technology or another. Connection to the mobile network does not require works.

If you move into a home which is already connected (which is generally the case), you only have to enter a contract with the operator of your choice.
