In Belgium, two authorities are responsible for the implementation of the TCO Regulation:  

1. The Federal prosecutor's office

  • may issue orders to remove terrorist content or block access to it;
  • can scrutinise cross-border orders issued by other EU Member States. 

2. The BIPT

  • monitors the implementation of the measures to be taken by the high-risk hosting service providers;
  • may impose sanctions on hosting service providers in the event of certain breaches of the TCO Regulation.
    In the event of non-compliance with his obligations, the BIPT may impose a financial sanction (penalty or fine) on the hosting service provider, the amount of which may in some cases be up to 4% of the provider's global turnover.  

The BIPT and the Federal prosecutor's office work closely together at Belgian level and with their counterparts in the other EU Member States, the European Commission and Europol.
