Bpost is charged with the universal postal service until 31 December 2018, in accordance with the Act of 21 March 1991 on the reform of certain economic public companies (Art. 144octies, § 1). The Act provides for an open procedure for the designation of the universal postal service provider as from 1 January 2019. BIPT organises a public consultation, in the form of a questionnaire, aimed at collecting the opinions of all stakeholders on the universal postal service as a whole. Besides, it also aims at collecting any useful information for the realisation of the designation procedure and the achievement of universal service objectives. The main topics covered by the consultation are the following: - societal interest and content of the US; - users' behaviour (in particular in terms of traffic volumes); - conditions (including, but not only, tariff conditions) in which an operator could show his interest to provide the US, etc.

On 26 November 2012, 12 June 2013 and 27 August 2013, Belgacom proposed several amendments to the reference offers WBA VDSL2 and BROBA Ethernet in order to rectify and complete them regarding the technical limitations observed in the context of the Dedicated VLAN option. In accordance with Article 59, §6, of the Act of 13 June 2005 on electronic communications, BIPT considers in a draft decision to oblige Belgacom to adapt its proposals amending the above-mentioned reference offers. BIPT submits this draft decision to the sector for consultation, in accordance with Articles 139 and 140 of the Act of 13 June 2005 on electronic communications.
