Site Sharing

In Belgium site sharing is governed by Articles 25 up to and including 28 of the Act of 13 June 2005 on electronic communications.

The implementation of site sharing is followed up by the non-profit making association Radio Infrastructure Site Sharing (R.I.S.S.). 

The operators make every effort to attach antennas to already existing supports as much as possible. An operator who owns a support allows site sharing in a reasonable and non-discriminatory way.

If necessary, the applications for an urban development permit concerned are adapted to this shared use and submitted jointly. Exceptions include work that does not concern an essential part of the site as far as shared use is concerned:

• Replacement of an antenna by an antenna of the same or another type on a structure not eligible for shared use;
• Adding or replacement of a radio relay link or RRUs of the same or another type on a structure not eligible for shared use;
• Adding or replacement of a radio relay link or RRUs of the same or another type on a part already assigned to the operator involved for shared use;
• Adding or modification of an external (outdoor) transmitter (BTS, RRU, …) on a part already assigned to the operator involved for shared use as stated on the urban development certificate;
• Adding or modification of security equipment on a site eligible or not eligible for shared use;
• Adding or modification of power cabinets on a site eligible or not eligible for shared use;
• Work at sites only consisting of streetlamps;
• Relocation of existing RAN equipment, the site being a water tower owned by a company responsible for managing water distribution infrastructure, at the request of this company.
