This market concerns the wholesale provision of access and call origination on mobile telephony networks. Access and call origination enable virtual operators (MVNO) to use the networks of mobile operators. Access and call origination are generally provided together by mobile operators, so that they can be considered as part of the same market.

The decision of 2 May 2007 provides that this market is effectively competitive and does not have to be regulated.
