    In this study BIPT had examined how mobile broadband penetration could be promoted in Belgium. This study builds on an earlier study from 2010 about mobile data use in Belgium. In the meantime because of increasing competition and price cuts the market situation has evolved considerably. A number of questions are still very topical in this context: How does the Belgian broadband penetration position itself nowadays in Europe? What factors can explain the current position? What bottlenecks still remain? And above all: what recommendations and action points can be deduced from this?
  • 8 recommendations to promote mobile broadband take-up in Belgium

    Brussels, 11 June 2014 – Mobile broadband penetration has risen from 16% (2011) to 45.7%. This means that over 45% of all mobile users also use mobile data on their smartphones or tablets.  Despite catching up Belgium is still below the EU average (62.4 %). Although mobile broadband use has grown significantly in the past 2 years, there are still a number of bottlenecks, such as the emission standards, taxes on mobile infrastructures, information to consumers that still curb the growth of mobile broadband in Belgium. Therefore, in a study carried out by IDATE Consulting for BIPT, 8 recommendations are made to promote mobile broadband penetration in Belgium.
  • Consultation held by the BIPT Council on 27 May 2014 regarding the draft communication of BIPT on the issue of the identification of the postal service provider having treated the item

    In accordance with the Postal Act (Article 148bis, §2 of the Act of 21 March 1991), postal service providers shall commit themselves to comply with "the obligation to make it possible for the population to identify the persons in charge of the delivery of postal items and ensure that the postal items, with the exception of newspapers, bear a mark allowing the identification of the service provider that treated this item". By virtue of the legal prescription, each postal service provider involved in the transport process of postal items should therefore mark the postal items in order to allow its identification. However, this marking obligation can make the operational processes more complex and therefore result in additional costs. BIPT wishes to obtain the opinion of the different parties (operators, consumer associations, etc.) concerned by this marking issue. Answers to this consultation are expected during the four weeks of this publication, by Wednesday, 2 July 2014 at the latest.

    The purpose of this communication is to explain the notion of "operator" as well as the hypotheses in which a person has to submit a notification to BIPT as an operator. This communication is not exhaustive and will evolve according to the specific cases BIPT will be confronted with, the feedback from stakeholders and the need to study certain notions in depth. This communication is based on the principles that apply.     With this decision BIPT finds that Belgacom has ignored the transparency obligation imposed on it by the market analysis of 10 January 2008 regarding the broadband access market, as corrected by the renewal decision of 2 September 2009 and the CRC decision of 1 July 2011 on the analysis of broadband markets, and imposes a penalty on that company.
